Empowering Clinical Research in Tuscany: The Successful Conclusion of the THESEO Project

We are thrilled to announce the successful completion in 2025 of the THESEO project (Tuscany Health Environment Site Empowerment Operation), a strategic initiative led by ClinOpsHub S.r.l. to map, value, and strengthen the clinical research ecosystem in the Tuscany region. This project represents a significant milestone in positioning Tuscany as a leading European hub for high-quality clinical experimentation. 


Project Framework and Funding 

The THESEO project was funded through the Cascade Calls (Bandi a Cascata) of the Tuscany Health Ecosystem (THE). This initiative is part of Italy’s National Recovery and Resilience Plan (PNRR), specifically Mission 4 “Education and Research,” Component 2 “From Research to Enterprise,” Investment 1.5 “Innovation Ecosystems,” and is financed by the European Union under the NextGenerationEU program. 


The project was carried out under the scientific oversight of the University of Florence and in close collaboration with major Tuscan healthcare institutions, including University Hospitals (AOU), Local Health Units (USL), and IRCCS. 


Mapping Excellence: Our Methodology 

To provide a comprehensive overview of the region, ClinOpsHub adopted a multidimensional and participatory approach

  • Quantitative Analysis: We gathered and analyzed 94 valid responses from Operating Unit Directors across the region via a structured online questionnaire. 

  • Qualitative Validation: On-site visits were conducted between September 2 and 4, 2025, at excellence centers such as AOU Pisana, AOU Careggi, and ASL Toscana Nord-Ovest (Arezzo) to verify organizational models and operational flows. 

  • Data Triangulation: By integrating numerical data with direct field observations, we produced a reliable and detailed "photograph" of the Tuscan research landscape. 


THESEO: Key Findings and Results 

The THESEO project has revealed a dynamic and high-potential ecosystem, but also highlighted critical areas requiring intervention: 

  • Therapeutic Strengths: Tuscany excels particularly in the fields of oncology, cardiology, and hematology

  • Operational Capacity: Most centers operate as active clinical sites, with some managing over 50 active trials. 

  • The "Staff Shortage" Challenge: A significant finding is the cross-cutting shortage of dedicated personnel, specifically Clinical Research Coordinators (CRC) and Data Managers. Over 65% of centers consider their current resources insufficient. 

  • Startup Bottlenecks: Lack of specialized staff is the primary factor leading to delays in trial activation and challenges in patient recruitment. 

  • Need for Governance: The findings suggest the need for a standardized regional governance model to harmonize administrative procedures and digital tools across the different health units.
